KEY QUALIFICATIONS
Dr. Abdelbaset Rabaiah was born in 1973 in Meithalun in the northern part of the West Bank, Palestine. He has received his primary, elementary and secondary education in Meithalun's local schools. He later pursued his undergraduate studies at An Najah National University in Nablus/West Bank. He then joined the Arab American University (AAU) in Jenin/West Bank to work as a research assistant.
In 2003, Dr. Rabaiah was awarded a BTC scholarship to pursue his graduate studies at the Vrije Universiteit Brussel (VUB). He graduated with great distinction and received a Master degree in Business Information Management in 2004. He then headed back home to work on a case study in the Palestinian Territories in 2005/2006. There, he joined the e-Government Project team. That team was responsible for laying out the strategy of e-Government and ICT at the Ministry of Information and Telecommunication Technology in Ramallah. He gained a hands-on experience of how things are managed at the strategic level. Dr. Rabaiah has produced the Arabic version of the Palestinian ICT Strategy. At that time, he was doing research under the supervision of Prof. Farouq Musa of AAU.
In 2008, Dr. Rabaiah has joined the ePractice community (e-Government, e-Healh, and eInclusion) which was created by the European Commission (www.ePractice.eu). He later established the Community of Researchers of E-Government within ePractice.eu. Dr. Rabaiah has participated in workshops organised by ePractice and the Interoperable Delivery of European eGovernment Services to public Administrations, Businesses and Citizens (IDABC).
Dr. Rabaiah has published a number of papers in proceedings of some conferences and Journals dedicated to e-government. He has also co-authored a book in which he drew the connection between e-government and e-commerce in the Less Developed Countries.
Finally, in 2009, Dr. Rabaiah has received a PhD in e-Government from the VUB with a Great Distinction evaluation. He now chairs the Department of Managament Information Systems (MIS) at AAU.
